In terms of land reform, he reduced land premiums from 20% to 10%, and exceeded his goal of resolving 50,000 land disputes arrears each year.

He established transparency in logging operations, raising the RM60.6 million premium to 15,000 hectares in 2003, compared to RM17.9 million for the same area in 1997 under Umno’s administration. He helped reduce the poverty rate from 17.3% to 14%;
