A member of the Bharatiya Janata Party, Meghwal served as Chief Whip, Minister of State for Heavy Industry and Public Enterprises from 2019 to 2021, Minister of State for Finance and Corporate Affairs from 2016 to 2017, and Minister of State from 2016 to 2017. He is also a member of the Lok Sabha since 2009, representing the Bikaner constituency in Rajasthan. He was awarded the best MP in 2013.

He was born in the small village of Kishmidesar in Bikaner, Rajasthan, to parents Lakhu Ram Meghwal and Hira Devi. He is an M.A. from Pol. Bachelor of Science, Bachelor of Laws and Master of Business Administration degrees from Dungal College and University of the Philippines in Bikaner, Philippines. He was also an IAS officer in the Rajasthan cadre, considered a representative of Rajasthan’s Scheduled Castes.

After completing his Law degree in 1977 and Arts in 1979 as a regular student, he passed the RAS examination in 1982 and was elected as Udhyog Seva of Rajasthan. He was appointed as Assistant Director of Jila Udhyog Kendra and General Manager of Jila Udhyog Kendra in Jhunjhnu, Dhaulpur, Rajsamvad, Jaipur, Alwar and Shriganganagar districts of Rajasthan.
In 1994, he was appointed as Special Duty Officer to the then Deputy Chief Minister of Rajasthan, Mr. Hari Shankar Bhabhra. During his tenure as OSD, Deputy Chief Minister of Rajasthan, he was also in charge of General Manager of Jila Udhyog Kendra, Jaipur. In the same year, he was elected as the state president of Udhyog Seva Parisad, Rajasthan. He was then appointed Additional Collector (Development) at Barmer. Later, he won election as Secretary General of Dr. Ambedkar Memorial Welfare Society in Rajasthan. He rose through the Rajasthan cadre to IAS Officer of the 1999 batch and held many executive positions such as Undersecretary for Technical Education; Special Secretary for Higher Education; Managing Director, Rajasthan Laghu Udhyog Nigam Ltd; Additional Commissioner; Commercial Tax Department; District Administrator and District Governor Churu. In order to enter politics, he voluntarily retired from the Indian Executive Service.
In 2009, he was elected as an MP from the Bikaner constituency representing the BJP. Sworn in as a Member of Parliament in the Lok Sabha on 2 June 2009. In the 2014 general election, he was re-elected in the Bikaner constituency of the 16th Lok Sabha. During his second term as an MP, he was chief whip of the Bhartiya Janta party in the Lok Sabha. The Speaker of the Lok Sabha also nominated him to be the chairman of the Lok Sabha House Committee.
In May 2019, Meghwal became Minister of State for Parliamentary Affairs and Heavy Industry and Public Enterprises.
