Mary McCord is executive director of the Institute for Constitutional Advocacy and Defense (ICAP) and adjunct professor of law at Georgetown University Law Center. At ICAP, McCord led teams litigating constitutional impact litigation at all levels of federal and state courts in a broad range of areas, including First Amendment rights, immigration, criminal justice reform, and combating the rise of private paramilitary organizations.

Mary McCord’s career

McCord served as the U.S. Department of Justice’s acting assistant attorney general for national security from 2016 to 2017 and as the principal deputy assistant attorney general for national security from 2014 to 2016.

Previously, McCord served nearly 20 years as an Assistant U.S. Attorney with the U.S. Attorney’s Office for the District of Columbia. Among other positions, she has served as Associate President of the Appellate Division, overseeing and arguing hundreds of cases in the United States and the District of Columbia Court of Appeals, and President of the Criminal Division, overseeing all criminal proceedings in federal district courts.

McCord is a statutory amicus curiae of the Foreign Intelligence Surveillance Court and the Foreign Intelligence Surveillance Review Court. Following the January 6, 2021, attack on the U.S. Capitol, McCord served as counsel to the U.S. House of Representatives 1-6 Capitol Security Review Task Force appointed by Speaker Nancy Pelosi. McCord also served on the Columbus Police Post-Operation Review Team, which assessed how the Columbus, Ohio Police Department responded to the 2020 summer protests.

McCord has written on domestic terrorism, Articles on illegal militia activity, public safety, and the rule of law. She has appeared on NPR, PBS, CNN, MSNBC, ABC and other media.

McCord received the Oliver White Hill Courageous Advocate Award from the Virginia Trial Lawyers Association in 2018 based on her work at the ICAP prosecuting white supremacists and private militias that participated in the 2017 United the Right rally in Charlottesville, Virginia.

A graduate of Georgetown University School of Law, McCord served as a legal clerk to Judge Thomas Hogan of the US District Court for the District of Columbia.

McCord is married to Sheldon Snook. Sheldon Snook is known to work for the U.S. Attorney’s Office for the District of Columbia. It is known that it was Mary McCord who made her husband an administrative assistant and court liaison to the public and news media because she recommended his name to Judge Hogan. Sheldon Snook previously served as a spokesperson for the Foreign Intelligence Surveillance Court. He is known to have worked extensively on the United States Supreme Court.
